Fund: Surface Water

Description of Services: The Public Works Department operates and maintains the surface water system for the City of Shakopee which includes 157 miles of storm sewer and 203 public constructed ponds. Services also include implementing of the city’s Surface Water Management Plan, managing the City's MS4 program, respond to Gopher State One Call locates and implementing stormwater and erosion control projects.

Accomplishments:  The city has a permit which expires in 2025 through MPCA’s National Pollution Discharge Elimination System (NPDES) called the MS4 permit. This permit allows us to discharge stormwater from the city into downstream water bodies (e.g., the Minnesota River).  The permit requires the city to establish a comprehensive stormwater management program that includes education and outreach, public participation and involvement, illicit discharge detection and elimination, construction site runoff control, post-construction management, and pollution prevention/good housekeeping. Many unfunded mandates of the Clean Water and Wetland Conservation Acts and the many overlapping jurisdictional authorities from three different watershed districts within the city, Minnesota Board of Water and Soil Resources, Army Corps of Engineers, Minnesota Department of Natural Resources, Minnesota Pollution Control Agency (MPCA), Scott County, and the Minnesota Department of Transportation  The number of ponds and wetlands continues to increase as the city develops and more area is annexed into the City.
