Budget Impact:
Capital Improvement Program: The City prepares a five year capital improvement program (CIP). A separate CIP document was approved by Council on October 4, 2022. The CIP book provides a summary of each project location, description and source and use of funds. The CIP book also provides a cashflow for the fund. If you see a roadway with potholes, you can call Public Works and may find that rehabbing that roadway is in our long- term strategic plan. If not, we need to get it in there. Strategic long-term planning results in a viable, sustainable infrastructure. The five-year capital improvement plan is the workhorse for this planning. Under the plan, projects are developed, planned, and initiated. Why is this important? Without it, the city’s infrastructure would begin to fail beyond a point of no return, which could basically bankrupt a city. Additionally, a long-term 15-year capital improvement plan continues to be updated that helps the city's long-term financial planning. In 2022, the city completed the following infrastructure improvements: ꞏ Milled and overlaid 4.9 miles of streets ꞏ Reconstructed 1.8 miles of streets and extended sewer and water to 121 acres of land (Maras/Hansen/13th Avenue area) that included the reconstruction of those roadways ꞏ Rehabilitated 1.6 miles of streets ꞏ Reconstructed/constructed 0.7 miles of bituminous trail and new sidewalk 2023 will be another busy year with the continued redevelopment of Canterbury Commons, including construction of the internal roadway network and infrastructure in support of the 19,000 seat amphitheater. Another notable project will include the construction of a new pedestrian bridge over Highway 169, connecting the Southbridge neighborhood to Quarry Lake Park and the greater city trail network. Additionally, the engineering department will be spearheading the installation of a proposed traffic signal at the intersection of CR 101 and Shenandoah Drive, and assisting County staff with the installation of a traffic signal at Fuller Street and CSAH16. Similar mill and overlay, reconstruction, and rehabilitation projects are proposed and other sanitary sewer, storm sewer, trail, and multiple park projects are slated for the upcoming year. The city has a well-rounded and skilled staff in place to deliver many of these projects internally, while relying on outside consultants as needed.
